The Provincial Nominee Program (PNP) allows Canadian provinces and territories to nominate foreign nationals who meet the specific labour market or economic needs of that province. A provincial nomination can be used alone (Base stream) or combined with Express Entry (Enhanced stream, adding 600 CRS points).

Which provinces have the most active PNP streams?
Ontario, British Columbia, Alberta, Saskatchewan, and Manitoba operate the largest and most active PNP programs. Prince Edward Island and Nova Scotia are known for more accessible programs for certain occupations. An RCIC will assess your profile against all active streams.
How is the Enhanced PNP stream different from the Base stream?
The Enhanced stream is linked to Express Entry. A province sends a Notification of Interest to eligible EE candidates; if you accept and receive a provincial nomination, 600 CRS points are added to your profile, virtually guaranteeing an ITA at the next draw. The Base stream operates outside Express Entry and follows its own processing timeline.
Do I need to move to the province that nominates me?
Yes. You must demonstrate a genuine intention to settle in the nominating province when you apply. While you can move provinces after receiving PR, applying under a PNP without intending to live there may be considered misrepresentation.
How long do PNP applications take?
Province processing times vary from 3 to 12+ months depending on the stream and province. After receiving a provincial nomination, the federal PR application (through IRCC) takes an additional 6–12 months.
What is an OINP and how is it different from other PNPs?
OINP is the Ontario Immigrant Nominee Program — Ontario's PNP. Like other provincial programs, it has Express Entry-aligned streams and non-aligned streams (Tech Draw, Masters Graduate, etc.). Ontario is the largest program by volume. Your RCIC can assess whether OINP or another province is most suitable.
