This place doesn't provide open or unrestricted access. If anyone wants to visit, book a query first; otherwise, resolve things via email and phone. They are quite reachable via electronic conversation platforms. The place is quite big. They have a children friendly library that also provides access to tea and biscuits, but the library is only accessible to registered members. Moreover, the staff is cooperative. They have a space for prayers and wadhu as well for Muslim Friends. Regarding location, it's just next to the building of Sir Ganga Ram hospital.

Went there to get my result cards attested. Make sure to be on time and if you miss your appointment, it takes another one week for a new appointment date. You do get your documents attestated within an hour of submission and there's a sitting area with air conditioner. Signals are a bit weak in that area so make sure you don't have to attend any important calls or matter during that time period.
