The UK government’s 2025 immigration White Paper set out several changes affecting international students, now working their way into the rules.
Graduate Route cut to 18 months
From 1 January 2027, the post-study Graduate Route for bachelor’s and master’s graduates is set to reduce from 24 months to 18 months. PhD graduates are expected to keep three years. Because many graduate schemes run over two or more years, students will need to plan job-hunting and sponsorship earlier.
A new international student levy
A levy of £925 per international student per year of study was announced and is expected to begin in August 2028. It is charged to universities, not students directly, though institutions may adjust fees over time.
Higher English and tougher sponsor rules
From January 2026, higher English-language levels apply for some routes, and universities face stricter sponsor compliance thresholds (broadly, high enrolment and course-completion rates and low visa-refusal rates) to keep sponsoring international students.
