The New Zealand Skilled Migrant Category (SMC) is the primary pathway to permanent residency for skilled workers — including international graduates who have studied and worked in New Zealand.
Unlike Australia's points-based General Skilled Migration (GSM) or Canada's Express Entry, New Zealand's SMC uses a selective pool system. This guide explains exactly how it works, what the current thresholds are, and how international graduates can use the SMC to obtain New Zealand permanent residency.
How the SMC Works
The SMC process has two stages:
### Stage 1: Expression of Interest (EOI)
You submit an Expression of Interest to Immigration New Zealand with your points total. Your EOI goes into the Skilled Migrant Category Pool — a pool of all current EOIs ranked by points.
Immigration New Zealand draws from the pool regularly (typically every two weeks) and invites the highest-scoring EOIs to apply for residence. The current draw threshold fluctuates, but is typically around 160 points.
### Stage 2: Application for Residence
If your EOI is selected (you receive an Invitation to Apply), you submit a full Skilled Migrant Category residence application with supporting evidence. If approved, you receive a Permanent Resident Visa.
SMC Points Table 2026
Points are awarded across several categories:
### Skilled Employment
| Factor | Points |
|---|---|
| Current skilled employment in NZ (Level 4 or above) | +50 |
| Offer of skilled employment in NZ | +50 |
| Skilled employment in an area of absolute shortage | +10 bonus |
| Skilled employment in an identified future growth area | +10 bonus |
| Skilled employment outside Auckland | +30 bonus |
Note: Skilled employment is the most important factor — without it, reaching the threshold is very difficult.
### Work Experience
| Experience | Points |
|---|---|
| Each year of skilled employment in NZ | +10 (capped at 3 years, +30 max) |
| Each year of skilled employment outside NZ | +8 (capped at 2 years, +16 max) |
| Bonus: Work in shortage area or region | +10 per qualifying factor |
### Qualifications
| Qualification | Points |
|---|---|
| NZ qualification at Level 8 or above | +70 |
| NZ qualification at Level 7 | +50 |
| Overseas qualification recognised as equivalent | +40–50 |
| Bonus: NZ qualification in shortage field | +10 |
### Age
| Age at EOI | Points |
|---|---|
| 20–29 | +30 |
| 30–39 | +20 |
| 40–44 | +10 |
| 45–49 | +5 |
| 50+ | 0 |
### Partner Factors
| Factor | Points |
|---|---|
| Partner with skilled employment in NZ | +20 |
| Partner with NZ qualification | +10 |
What Score Do You Need?
Immigration New Zealand currently draws EOIs at around 160 points from the pool. This threshold has ranged from 140 to 200 over the past few years and can shift based on pool size.
EOIs at or above the threshold are invited to apply. EOIs below it remain in the pool for up to 6 months before expiring.
How International Graduates Reach the Threshold
A typical pathway for an international graduate:
Example: IT graduate, studied in Wellington (outside Auckland), age 28:
| Factor | Points |
|---|---|
| NZ Level 7 IT qualification | +50 |
| Skilled employment in NZ (IT analyst) | +50 |
| 2 years NZ skilled work experience | +20 |
| Age 28 | +30 |
| Working outside Auckland | +30 |
| **Total** | **180 points** |
This graduate is well above the 160-point threshold and would be selected from the pool.
Example: Business graduate, studied in Auckland, age 35, no job yet:
| Factor | Points |
|---|---|
| NZ Level 7 Business qualification | +50 |
| No skilled employment yet | 0 |
| Age 35 | +20 |
| **Total** | **70 points** |
This graduate cannot reach the threshold without skilled employment. The Post-Study Work Visa gives them time to find a job and build their points.
SMC Eligibility Requirements
Beyond points, you must also meet:
- Age: Under 56 years old
- Health requirements: Meet INZ health standards
- Character requirements: No serious criminal history
- Skills: Your occupation must be at ANZSCO Skill Level 1–3 or a Level 4 trade with a New Zealand registration
- English language: Sufficient English (demonstrated through IELTS 6.5+ or equivalent)
The Green List — Fast Track to Residency
New Zealand's Green List is a list of shortage occupations that receive fast-track residence pathways. If your occupation is on the Green List Tier 1, you can apply directly for residence without going through the SMC pool — significantly speeding up the process.
Tier 1 Green List occupations include: doctors, nurses, midwives, secondary school teachers, early childhood teachers, engineers, ICT professionals, and others. Check the full Green List.
Getting Licensed Immigration Advice
The SMC process is complex. Points calculations, occupation classifications, and evidence requirements are detailed and technical. A Licensed Immigration Adviser (LIA) in New Zealand can:
- Assess your current points accurately
- Advise on whether your occupation qualifies as skilled
- Help you time your EOI submission for maximum pool advantage
- Prepare your residence application to avoid refusals
Always use a licensed adviser for residence applications — unlicensed immigration advice is illegal in New Zealand.

Frequently Asked Questions
What is the current SMC points threshold in New Zealand?
As of mid-2026, the Skilled Migrant Category pool draws typically select EOIs with around 160 points. This threshold changes regularly based on the pool composition. Always check the current Immigration New Zealand guidance before submitting your EOI.
Can I apply for SMC without a job offer?
Technically yes — you can submit an EOI and rely on qualification and work experience points. However, skilled employment is worth 50 points and is by far the largest single factor. Without it, reaching 160 points is very difficult unless you have significant other factors. Most successful SMC applicants have skilled NZ employment.
How long does the SMC application take?
From EOI submission to receiving a residence visa, the process typically takes 12-18 months in total — including time in the pool, invitation to apply, and residence application processing. Complex cases or those requiring further documentation take longer.
Is the Skilled Migrant Category better than the Green List for New Zealand PR?
If your occupation is on the Green List, the Green List pathway is faster and more straightforward than the SMC pool system. The SMC is for skilled workers whose occupation is not on the Green List. If eligible for both, the Green List is generally preferred.
