Nepal has one of the highest rates of students studying abroad relative to its population of any country in the world. Australia, Canada, Japan, the USA, and the UK collectively host hundreds of thousands of Nepali students. And where there are large numbers of students making large financial decisions, there are fraudsters.

This guide is specifically for Nepali students and their families evaluating education consultancies in 2026.

The Scale of the Problem

Nepal's education consultancy industry has grown enormously in the past decade. Kathmandu, Pokhara, Biratnagar, and other cities now have hundreds of consultancies — from highly professional agencies with decades of experience to fly-by-night operations that open after a profitable scam and close before victims can act.

The Ministry of Education, Science and Technology (MoEST) requires educational consultancies to be registered and licensed. However, enforcement is uneven, and many fraudulent operations run under the radar or register using fake documentation.

Most Common Scam Types Targeting Nepali Students

The Tuition Collection Scam

The consultancy collects tuition fees on behalf of the student — often claiming to offer a "discounted" rate or better exchange rate than going directly to the institution. The money is never forwarded to the institution. The student discovers the fraud only when they arrive to commence study and find no payment has been received.

The Fake Scholarship Scam

The consultancy advertises scholarships that do not exist — "our partner universities are offering 50% scholarships for Nepali students." Students pay "scholarship application fees" and "processing fees" for a scholarship they will never receive, to a university that may not even exist.

Before paying anything related to a scholarship:

  • Find the scholarship on the university's own official website
  • Contact the university's international scholarship office directly to confirm it exists
  • Verify the scholarship is genuinely available to Nepali students

The GTE Statement Fabrication Scam

For Australian student visas, the Genuine Temporary Entrant (GTE) requirement demands applicants demonstrate genuine intent to study temporarily and return to Nepal. Nepali applicants face more intensive GTE scrutiny than applicants from many other countries.

Some consultancies offer to "write a strong GTE statement" — which in practice means fabricating financial documents, employment letters, and family property records to support a false narrative. When immigration authorities conduct verification checks (which they do for high-refusal-rate countries), the fraud is detected and the application is refused, often with a long exclusion period.

The student loses the visa fee, the consultancy's fee, and potentially years of eligibility to reapply.

The Proxy Test Score Scam

Never accept any offer to "arrange" or "guarantee" a test score. The consequences of detection are severe and lasting.

How to Verify a Consultancy in Nepal

Step 1: Check MoEST registration

Legitimate educational consultancies operating in Nepal should be registered with the Ministry of Education, Science and Technology. Ask for their registration number and verify it.

Step 2: Check ECAN membership

The Education Consultancy Association of Nepal (ECAN) represents ethical consultancies and has member standards. Check if the consultancy is a current member at ecan.org.np.

Step 3: Check if they are an authorised representative of your target university

Contact your target university's international office and ask: "Is [consultancy name] in Kathmandu an authorised representative of your institution?" This one check eliminates a large number of fraudulent claims.
